All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility. No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it's inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Controul of the Congress.

Pavel Gubarev was soon arrested by the agents of the Junta of Kiev and hastily flown to Kiev to stand trial.

She is graduate of the Donetsk National Technical University and wife of kidnaped, from KIEV agents, Pavel Gubarev ( Павел Губарев ). She has been assigned as the Foreign Minister of DPR,/ Donetsk People's Republic ( Donbas )

Ekaterina Gubareva the Foreign Minister of the DPR has been named as Ekaterina Gubareva - who's actually the wife of Pavel Gubarev, the Donetsk "people's governor" that was elected by the protestors who started rallying in Donetsk enmasse from 1st March onwards and storming the regional administration building.Pavel Gubarev was soon arrested by the authorities and hastily flown to Kiev to stand trial. Attempts by the locals to storm the local SBU, and stop transports, etc... in order to free him failed; he was already gone. Among her duties are the establishment of ties with other subjects, that wish to leave the Ukraine.
